On 30 October 2025, Luxembourg adopted major amendments to its tobacco control law to align national rules with EU Directive 2022/2100. The revised law extends regulatory provisions to new nicotine products, including heated tobacco, nicotine pouches and e-cigarettes.
For nicotine pouches, the law sets a maximum nicotine content of 0.048 mg per unit and bans additives like caffeine, CBD, and attractive flavours. These products are now subjects to the same restrictions as tobacco products regarding advertising, sponsorship and sales to minors. Heated tobacco products must comply with existing rules applicable to cigarettes, including aroma bans and mandatory health warnings. Consumption of these products is prohibited in areas frequented by minors, such as schools and playgrounds. Retailers are required to verify age, and enforcement is carried out by customs and health authorities. Sanctions apply in cases of non-compliance. The reform aims to strengthen youth protection and update regulatory provisions in response toto evolving nicotine market.
